MINUTES, JUNE 23, 1998





The School Board of Escambia County, Florida, convened in Regular Meeting at 7:01 p.m. in the Board Room at the Administrative Building, 215 West Garden Street, with the following present:



Chairman: Dr. Elmer Jenkins Vice Chairman: Dr. John DeWitt



Members: Mrs. Barbara Morris

School Board Attorney: Mr. Louis F. Ray, Jr.



Superintendent of Schools: Mr. Jim May



The invocation was given by Dr. John DeWitt, Board Vice Chairman, and the Pledge of Allegiance was led by Mrs. Linda West, Administrative Secretary to the School Board. Chairman Jenkins stated that Mr. Jim Bailey, School Board Member, District I, was recuperating from surgery and could not be present tonight. Mrs. Vanette Webb, School Board Member, District 5, was absent due to illness.



RESOLUTION - TATE HIGH SCHOOL VARSITY BASEBALL TEAM

Superintendent May asked Ms. Carolyn Spooner, Principal, Coach Greg Blackmon, and Varsity Baseball Team members to come forward as he read the following resolution:

WHEREAS, the members of the varsity baseball team at J.M. Tate High School were leaders in the classroom and role models for other students, setting the standard for good sportsmanship and commitment; and

WHEREAS, the team was the Coca-Cola Classic Tournament Champions, the State Classic Tournament Champions, Class 6A District 1 Champions, Regional Champions, and Class 6A State Champions; finishing their season with a 32-3 record; and

WHEREAS, Greg Blackmon, head coach of the varsity team, was selected as 6A Coach of the Year in Florida, as well as overall Coach of the Year for the State of Florida; and

WHEREAS, Frankie McGill, Bruce Pelfry, and David Wiggins were awarded placement on the first Team All-State, and Erik Smallwood and Tim Merritt received Honorable Mention All-State Team;

NOW, THEREFORE, BE IT RESOLVED, that the School Board of Escambia County does hereby take this means to publicly recognize Mr. Greg Blackmon, coach of the varsity team, and all of the other players for their outstanding season;

BE IT FURTHER RESOLVED, that a copy of this resolution be spread upon the minutes of the regular meeting of said Board and a copy be tendered to Tate High School to be displayed with honor.

Adopted this 23rd day of June, 1998.

Motion by Mrs. Morris, second by Dr. DeWitt, to adopt this resolution, was unanimously approved.



RECOGNITION - WASHINGTON HIGH SCHOOL WEIGHT LIFTING TEAM

Mr. May asked Ms. Nettie Eaton, Principal, and Coach Jeffrey Edgar to come forward as he read a letter from Mr. and Mrs. Bill Crites, Middleburg, Florida, who recently hosted members of the weight lifting team in their home for lunch, as the team was returning home from a tournament in Daytona Beach, Florida. Mr. and Mrs. Crites, former residents of Escambia County, thanked the team for their visit and expressed that Coach Edgar, staff, and team are a credit to Escambia County.

Dr. DeWitt presented a proposed amendment to add to the O.J. Semmes Montessori School Improvement Plan as follows:

IDENTIFICATION OF PROBLEM:

A. A large number of students who enter O.J. Semmes have extremely low reading abilities.

B. Ninety-Nine percent of the students from Pensacola Village (housing project) also possess extremely low reading abilities.

C. Results from the 1997 CAT indicates that half of the student body has extremely low reading abilities.

PLANS TO CORRECT DEFICIENCY

1. To send a teacher to be trained in the reading workshop on July 6 - 9 who will train Semmes teachers in August.

2. To direct all teachers to use the District's Reading System and reflect it in lesson plans during the course of 1998-99.

3. To direct all teachers to spend approximately forty-five minutes each day with each group (M, L, H), for a total of two hours and fifteen minutes.

4. To utilize the Accelerated Reading Program which is in place during the 1998-99 school year.

5. To develop an extended day program for all students who scored below the 25th percentile in reading on the CAT. Extended Day Program will focus on reading, writing, and math.





6. To develop a plan for using the expertise of the District's Reading and Math Supervisors to conduct workshops for our staff during the 1998-99 school year.

7. To utilize our ERT (new position) to increase parental involvement by conducting workshops, etc. Also, to increase the number of home visits by teachers.

8. To move our school toward "Year Round School" with a target date of FY 2000.

9. To make some major changes in teacher assignments for 1998-99 school year.

Following discussion, motion by Dr. DeWitt, second by Mrs. Morris, to add the friendly amendment to the O.J. Semmes Montessori School Improvement Plan for submission to Tallahassee, was unanimously approved.

Ms. Jenny Dyess, President for the 1998-99 school year, Escambia County Council PTA, spoke concerning goals for 1998-99 with an emphasis on parental involvement.

2. This item was approved earlier in the meeting (administrative appointments effective 7/1/98).



Mr. May noted as an add-on item that a presentation was given at the workshop yesterday on possible sites for the west side K- 8 school, and he requested Board permission to proceed with surveys, soil testing, and other items necessary to move ahead with Site C (45 acres with 830' fronting Dog Track Road), and to negotiate the price on Site C. Motion was made by Dr. DeWitt and seconded by Mrs. Morris, to accept the Superintendent's recommendation including the opportunity (if the soil testing and all of the tests are satisfactory), to move ahead with negotiations for the final Board vote to purchase when the negotiation is settled. The motion was unanimously approved.



The Board recognized the following speaker:



Mr. Al Randerson, 6521 Antietam Drive, Pensacola, Florida, 32505, spoke in support of proceeding with land acquisition for the west side K-8 school and that the Dog Track Road location would be an excellent alternative to the Bronson Field property.







3. Approval of Interagency Agreement for reporting certain crimes and delinquent acts (re: "Zero Tolerance for Crime and Substance Abuse" -- See III.A.1).

After discussion, motion by Dr. DeWitt, second by Mrs. Morris, to approve the Interagency Agreement for reporting certain crimes and delinquent acts, was unanimously approved.

4. Ratification of the Escambia Association of Supervisory Employees (EASE); Escambia Education Association Support Personnel Association (EESPA); and Escambia Education Clerical/Classroom Association (EEC/CA) 1998-99 Contracts.

After discussion, motion by Dr. DeWitt, second by Mrs. Morris, to ratify these contracts, was unanimously approved.

The Board recognized the following speakers:

1) Ms. Ellen Lawrence, UniServ Director, Escambia NEA, noted this was the second year in a row that the District had a contract settlement before the beginning of the fiscal year, and for the first time, EESPA employees will get 100% reimbursement for sick leave at retirement.

2) Dr. Douglas Garber, Director, Employee Services, commented that the Collaborative Bargaining Council had also set aside $39,000 towards the 100% payout for sick leave reimbursement.



STUDENT RECOMMENDATIONS:

Mr. May advised that a request for formal hearing had been presented concerning Item #10. Motion by Dr. DeWitt, second by Mrs. Morris, to approve the Superintendent's recommendations on Item Numbers 5-9, and 11-32, was unanimously approved.

Motion by Mrs. Morris, second by Dr. DeWitt, to approve the appointment of a formal hearing officer for Item #10 (Student Number 98-265-951), was unanimously approved.

5. Recommend that, consistent with the decision of the due process committee, student number 98-174-866 be expelled from all public schools of Escambia County for the remainder of the 1997-98 school year and all of the 1998-99 school year and that the student be provided an alternative education program to be available at the discretion of the Superintendent and will be available until the pending Exceptional Student Education eligibility process has been completed.

6. Recommend that, consistent with the decision of the formal hearing officer, student number 98-234-281 be expelled from all public schools of Escambia County for the remainder of the 1997-98 school year and all of the 1998-99 school year and that the student be provided an alternative education program to be available at the discretion of the Superintendent of Schools during the period of expulsion, depending on the qualifications of the student and the availability of such a program.

7. Recommend that, consistent with the decision of the due process committee, student number 98-262-601 be expelled from all public schools of Escambia County for the remainder of the 1997-98 school year and all of the 1998-99 school year and that the student be provided an alternative education program to be available at the discretion of the Superintendent of Schools during the period of expulsion, depending on the qualifications of the student and the availability of such a program.

8. Recommend that, consistent with the decision of the due process committee, student number 98-263-1231 be expelled from all public schools of Escambia County for the remainder of the 1997-98 school year and all of the 1998-99 school year and that the student be provided an alternative education program to be available at the discretion of the Superintendent and will be available until the pending Exceptional Student Education eligibility process has been completed.



9. Recommend that, consistent with the decision of the due process committee, pursuant to the authority of Section 232.26(2), Florida Statutes, student number 98-264-2032 be suspended from all classes of instruction on public school grounds during regular classroom hours until such time as the pending criminal charges are concluded, at which time the Superintendent will make further recommendation regarding suspension, expulsion, or re-enrollment of this student. The indefinite suspension provided herein shall not affect the delivery of educational services to the pupil, and the pupil should be immediately enrolled in a day-time alternative educational program.

10. FOR INFORMATION: Mr. Charles Thomas, Director of Alternative Education, gave a brief update regarding Beulah Charter School and advised that Mr. Greg Gibbs, Risk Management, had inspected the building and determined that it met all of the required standards and all of the deficiencies had been resolved. When the Charter Contract for Beulah Academy of Science, Inc., was approved in May, the Board had specified a minimum enrollment of 70 students, and 91 students are currently enrolled. Regarding the racial makeup in the program, 9 of the students enrolled are African American, as well as 4 other minority students, and 13 ESE students. The beginning date for the school to open is July 20, 1998.

XIII. ITEMS FROM THE ATTORNEY

Mr. Ray stated that at the Board workshop yesterday, the School Board Member from District 5 had questioned an item on his bill for this month, and he clarified that it was for attending the Florida Public Records Management Certification Course at the Florida Institute of Government in Tallahassee. Travel costs totaled about $329, with no charges for the time involved, which was about 18 hours, and prior authorization to attend was given by the School Board Chairman.

2. Ms. Sharon G. Davis, 9941 Highway 97, Century, Florida, 32535, thanked the Board for supporting employees and for ratifying the contracts earlier in the meeting.
